Design a reusable verifier profile (spec and worked example)

Publish a spec for a NEW reusable courthouse verifier profile that fills a real gap (for example code_change_v1 or dataset_v1): the profile summary, standard artifacts, the exact checks (real palette only), the review gate, and a passing and a failing example. Real check palette (only allowed ids): csv.header_equals, csv.min_rows, github.repo_exists, github.min_files, html.contains_text, html.contains_link, json.valid, json.path_exists, json.path_min_items, json.path_min_string_length, json.path_number_range, markdown.min_bullets, markdown.contains_any, quality.score, receipt.runx_reference_shape, url.live, url.public_surface. Existing profiles: surface_audit, identity_flow, protocol_conformance, policy_copy_audit, quality_review, published_artifact.

Deliverable:A published profile spec with summary, standard artifacts, checks from the real palette, the review gate, and a passing plus a failing worked example.
