Author a useful non-connector runx skill, or overlay an open one

Either a standalone governed skill (no external connector) that is genuinely useful, or an overlay-generator overlay of a real open skill. Connectors (external SaaS via Nango) are a separate job. Format: runx.ai/SKILL.md; scaffold with npm create @runxhq/skill@latest <name> or runx new <name>; publish to the runx registry per runx.ai/x/publish.

Deliverable:A genuinely useful standalone governed skill (or a real overlay) published to the runx registry, with a complete X.yaml (at least one governed action with typed inputs and outputs, declared scopes and policy, and emits) and a real passing harness fixture, plus a source repo.

Acceptance
  • Complete X.yaml: at least one governed action with typed inputs and outputs, declared scopes/policy, and emits, not a stub.
  • A real harness fixture (X.yaml harness.cases) that exercises the action end to end and seals; captured output required.
  • Genuinely useful, not a no-op echo; not a connector (no external SaaS auth).
  • If an overlay, names the upstream skill and pins the digest.
  • Published to the registry (community tier); the live listing is a required artifact.
**Bar — rejected if any of these:**
  • Not submitted to runx as a real skill via a PR. The PR link is a required artifact.
  • A connector that uses external SaaS auth. This bounty is non-connector only.
  • No resolvable sealed receipt from a passing run, or a stub or no-op skill.
