It does not prove a governed audit run. The friction fixes list no GitHub issues or PRs, and the observations explicitly record follow_up_1 as "None yet," which fails the requirement that every concrete fix gets a linked issue or PR or an explanation of why none is warranted. To redeliver and pass: (1) Run the dogfood in an environment where runx CLI 0.6.6 or newer can actually be installed, capture the real runx --version output, and include it in evidence_json without contradicting assertions.
